Comprehensive program for the renewal of Ukrainian regions “Initiative”

One of the founders of the Energy Alliance Association, Ukrpromsert and Standart S. have developed a comprehensive program for the renewal of the regions of Ukraine, Initiative, with a budget of  324 million euros, aimed at implementing European energy efficiency and environmental standards. This program, based on the Resolution of the Cabinet of Ministers of Ukraine No. 1159, has become the first national project of this scale in the country.

The Energy Alliance Association of Enterprises participates in the international Agro Building Carbon (ABC) program, which is aimed at developing regional policies to reduce CO₂ emissions and implement carbon-neutral building materials. The project involves 9 regional partners from 6 EU countries (the Netherlands, Latvia, Romania, Slovenia, Italy, Greece) and one candidate country (Albania). Within the framework of ABC, certification standards are being developed, regional strategies are being improved, and mechanisms for integrating environmentally friendly building materials into the economy are being created. The ABC program focuses on developing and improving policies that promote the use of building materials based on renewable agricultural resources, such as straw and bamboo. Financing instruments are being improved, carbon storage accounting mechanisms (ONCRA – Open Natural Carbon Removal Accounting) are being created, which allows reducing CO₂ emissions by replacing traditional energy-intensive materials such as concrete and steel.

One of the key areas of activity of the Association “Renewal” is the implementation of the “Initiative” program, which has become the basis for participation in the restoration of infrastructure and modernization of the economy of Ukraine. The experience gained within the ABC will be adapted and implemented in Ukraine. This makes it possible to implement energy-efficient solutions, use environmentally friendly building materials and apply advanced carbon balance methods.

By integrating advanced European experience, the Association contributes to the creation of a modern, energy-efficient and environmentally friendly infrastructure, forming an economic basis for the development of the regions of Ukraine.

The program includes more than 90 projects for the restoration and development of infrastructure:

Addressing energy efficiency issues within the framework of the Initiative program

The key focus of the program is the implementation of advanced solutions to reduce energy consumption and reduce the carbon footprint. The Initiative project plans to build factories for the production of carbon-neutral building materials, such as:
✔ Bio-composites and insulation panels based on natural fibers;
✔ Energy-efficient wall modules with high thermal insulation;
✔ Wood-polymer composites with high strength and a low ecological footprint.
These factories will allow the use of local raw materials (such as bamboo or straw), reduce dependence on traditional energy-intensive materials and accelerate the transition to environmentally friendly construction.

Agreement on the principle of solidarity

In order to effectively achieve climate goals, a fundamental agreement on solidarity has been developed, based on the mutual responsibility of the participants for the large-scale and consistent implementation of energy-saving technologies. It covers:
📌 Thermal modernization of heat generation facilities;
📌 Optimization of centralized heating networks;
📌 Increasing the energy efficiency of buildings and structures.
This concept, developed by the Energy Alliance and Standard-S, is being implemented in Ukraine for the first time. An important feature of the approach is the exclusion of isolated thermal modernization measures without coordination with the comprehensive Regional Plan.
